It's not clear what permissions are granted for that data source.
May I suggest to talk to Tadej Novak, the site's owner, first?

He seems to be responsive, can easily clarify the rights situation and
derive a grabber from the newly added tv_grab_fr_kazer which just downloads
and filters a premade xmltv file, too.

Maybe he can add references to the xmltv channel ids to his iptv playlist,
too. That would make setup a bit easier. (for an example see:
