When the grabber is run on a machine in a non-Israeli timezone (e.g. UTC) an invalid XMLTV start time is created without a timezone for all programmes. The grabber only handles localtime of IST or IDT. Addtionally, "Use of uninitialized value in concatenation (.) or string" errors are emitted when each start-time is created.
In order to successfully validate, start (and stop) times should include timezone information wherever the grabber is run.
