Is onid+sid unique for a DVB service, or is the guarantee only that
sid is unique on a given transport?

Makes sense to make tsid optional if the former is true.

Is onid+sid unique for a DVB service, or is the guarantee only that

The service_id must be unique per original network *and* transport.
you can not have 2 services with the same id and the same original
network.
If you mix and match services from multiple multiplexes e.g. in a DVB-C
headend that is fed by DVB-S/T you can not put two services with the
same id into one multiplex.

With these rules alone there is no need for the transport_id at all, but
its still useful to
a) provide overrides in case the broadcaster messes it up and broadcasts
two services with the same ONID/SID pair on different transports. (we
had that in Berlin, so its guaranteed to be unique, but we can't rely
on it :) Apparently it was not fixed quickly because the broadcaster
was afraid of forcing a channel scan on the user base.)
b) convert the xmltv feed into other formats that require the TSID for
matching purposes, e.g. MXF for Microsoft's media center.
